I have one question concerning Camp Scott: Since when have 18- to 25-year-olds been considered as youths?

Editor’s note: Fair question. The violent criminals who would be housed at Camp Scott under L.A. County’s plan are considered “youth offenders” because they committed their crimes before they turned 18, but yes, some of those who remain in custody could be as old as 25.
